Özen, who was born in Istanbul in 1954, completed his first education at Galatasaray High School, then his secondary education was completed at Tevfik Fikret High School and he graduated from the Ankara University Faculty of Law in 1978. After completing his military service as a discipline officer in between the years 1980-1982 in Isparta; since 1979, he is working as a partner of Özen & Çeltikci Law Office in Ankara.
